In reply to your letter No. 287 of the

1st. instant, I have the honour to inform you that I am preparei

to request the Secretary of State for the Colonies to sanction

the grant of the site on land marked 'C' on the plans which ac-

companiei your letter No. 287 of the 14th, ultimo, free of

charge with the right to erect the pier as desired, for so long

as the station is required by the Naval Authorities for the

establishment of a Torpedo Range. The pier would, of course, be

Naval Property and it would therefore be competent for the Naval

Authorities to prohibit and prevent vessels from lying alongside

With regard to the statement in your letter

of the 1st. instant that the Admiralty would require that no

vessels should anchor permanently within an area of 100 yards

each side of the centre line of fire of the Torpedoes, nor

within 20 yards of the pler, I have the honour to point out that

a permanent right over the water area seems hardly necessary as

it would appear to be sufficient, whenever Torpedoes are to be

run, to publish a notice to that effect warning craft to keep

clear, in addition to which the Naval Authorities couli, if they

desired to do so, station guard boats to warn approaching

vessels.
